Do I meet ‘modest’ income rule?

I have learned that householders do not have to pay taxe foncière after 75 and can be entitled to a reduction after the age of 65 if their income is “modest”. 

I am 77 and a homeowner since 2002 and my annual income is around €14,000, which I would consider “modest”, but I have never benefited. Might I be entitled to refunds?  T.G.
