Right to French carte de séjour permanent

I am British and spent most of my life in France where I went to school, then several years in the UK and in Monaco. I moved back to France in 2018 and plan to stay. Can I obtain a ‘permanent’ carte de séjour? What about French nationality? B.S.

Prefectures usually require you to show that you have been living in France for five continuous years in order to qualify for a ‘permanent’ carte (usually this is without absences of more than six months).
