Are Irish passport holders exempt?

My understanding is that although Ireland is outside Schengen, Irish passport holders do not have to complete the new formalities – is this correct? 

Yes this is correct – EU citizens are exempt from EES and Etias. This includes nationals of Ireland and Cyprus which are EU states but are outside the Schengen area.
