My wife is getting a short-stay visa so will she be exempt from Etias?

My wife is Indonesian and has a current Schengen visa. Is she exempt from Etias? 

People of nationalities which require a short-stay Schengen visa to visit France – this includes Indonesians – have to register in EES, as they are subject to a rule of not staying more than 90 days per 180-day period while visiting with these visas. 

They will not, however, have to register for Etias as the visa formalities they have already carried out make this superfluous. Neither EES nor Etias apply to people with long-stay visas allowing them to stay for more than 90 days.
