At what point are the EES checks carried out? 

If you are entering from outside the Schengen area, the checks will usually apply from the moment you enter..

To serve as an example, if you come from New York and land at Paris Charles de Gaulle airport, the checks will be in Paris, or if you come to Nice from Leeds via Amsterdam, they will be completed in Amsterdam. 

The exception is if you are coming from the UK via one of the ‘juxtaposed controls’ facilities, which include Dover ferry port, the Eurotunnel terminal at Folkestone and St Pancras station for the Eurostar.

 In this case, when travelling to France the EES process will be carried out in the UK. 

When leaving the area the checks will apply at the Schengen area’s external borders, including UK-bound checks at Paris’s Gare du Nord, the Coquelles Eurotunnel terminal and the port of Calais.
