Does this affect trips to Monaco?

Do EES and Etias apply to visits to Monaco? 

Yes, because the principality of Monaco is surrounded by French territory. 

It does not have manned borders with France, nor its own international airport and most international visitors arrive via Nice airport. 

As a result both EES and Etias will apply to non-EU visitors in the same way as for visiting France. 

On the other hand, Monegasque nationals and foreign Monaco residents with valid residency permits are not affected.
