THE last government’s legislation obliging drivers to carry a breathalyser – and, in practice two, or face a €17 fine – has a whiff of skullduggery. The president of the I-Test association, a major promoter of the law and who approached then Interior Minister Claude Guéant to push for it, is also a senior manager responsible for the breathalyser sector at one manufacturer Contralco.
