Can British retirees open a DMP online?

Q&A: I thought I would apply to get a code for my husband to open a Dossier Médical Partagé – the new online medical records service – but the website says that it is only for people who are insured by certain French health insurance regimes, and I am not sure we are covered by any of them. We live in France and are enrolled with the Cpam with our S1 forms. K.P.

There are several different ways in which a person can open a Dossier Médical Partagé (DMP).

As you say, a convenient method is to do it yourself online, and the first step is to apply for a ‘creation code’.

You can do this online, at this link.

The site says you can only use this service to create your own DMP online if you are insured by the Régime Général, or one of several other insurance providers relating to different kinds of work, such as Cavimac for religious ministers or Enim for fishermen.

An advisor at Cnam’s English-speaking helpline said people living in France with a UK pension and who have registered their S1 forms with a local Cpam are effectively treated as if they are insured by the Régime Générale, ie. the ordinary retirement fund for French employees, who are also affiliated to a Cpam.

They can therefore obtain a creation code for a DMP by putting in their French social security number which is printed on their Carte Vitale.

A creation code should then be sent by email and you will need this and the Carte Vitale to set up a DMP, which you can do at this link.

An identificant (identification code) and temporary password for setting up an online DMP ‘access account’ will be provided at the end of the online application process.

You can use these to access your DMP by clicking on Mon DMP at the top of the homepage at dmp.fr or via the DMP mobile phone application.

If you have difficulty, or for people who are not insured with one of the bodies listed on the creation code page (for example, the social security body for farmers, MSA, was not listed at the time of writing this article), alternative ways of creating a DMP are at a pharmacy, with your GP if he or she has the software for this, or at the offices of your Cpam.
