Covid France: Do new lockdown rules require updated form?

Update, March 20 at 13:30: There will be no need for an exemption certificate (attestation de déplacement) if you want to go out for exercise within 10km of your home between 06:00 to 19:00 if you are living in one of the 16 departments where new, stricter rules apply. You will simply need to carry proof of your residence. The attestation will be necessary if you are living in a place that is not your main residence. This information will be updated shortly on government websites.

Yes, there is a new attestation de déplacement to cover the lockdown that will apply to 16 departments and to cover the curfew, which from tomorrow (March 20) will begin at 19:00 rather than 18:00 across the whole country.

The forms for the lockdown and the curfew measures have been combined into one attestation, BFMTV reported.

The lockdown departments

From March 20, 16 departments in France are under a seven-day-a-week lockdown.

What you can (and cannot) do in 16 lockdown areas of France

These departments are:

  • The eight departments of Ile-de-France : Paris (75), Seine-et-Marne (77), Yvelines (78), Essonne (91), Hauts-de-Seine (92), Seine-Saint-Denis (93), Val-de-Marne (94), Val-d'Oise (95)
  • The five departments of Hauts-de-France : Aisne (02), Nord (59), Oise (60), Pas-de-Calais (62), Somme (80)
  • Eure (27)
  • Seine-Maritime (76)
  • Alpes-Maritimes (06)

In these departments, an attestation will be required every time you leave the house.

The new attestation is divided in two. The first eight reasons apply to going out during the curfew hours in all areas of metropolitan France. The next seven reasons apply uniquely to the 16 departments with the stricter measures.

The reasons for going out are:

  • Travel between home and a place of work, training or education (when necessary).
  • Travel for medical reasons (including vaccination) when it cannot be done remotely
  • Compelling family reasons
  • Movement of people with disabilities and their carers
  • Judicial or administrative summons
  • Doing work for charity or other charitable organisations that requires you to be outside
  • Necessary long-distance travel. It should be noted that for the 16 departments under lockdown, travel to other regions of France is prohibited unless you have an essential reason. If you are permitted to travel out of the region, you may be asked to present your travel ticket and the attestation if you are checked by police.
  • Taking pets out for a walk
  • Shopping for items necessary for work, for example furniture, or for home deliveries
  • Shopping for essential items (groceries, books, etc.)
  • Moving house
  • Physical exercise, within a maximum distance of 10km from your house for an unlimited duration between 06:00 to 19:00. You may also be asked to prove your address if checked by the police. 
  • Judicial or administrative summons
  • Going to or from places or worship
  • Participating in authorised public gatherings (such as protests)
  • In the departments where there is no lockdown, the curfew will be set at 19:00 to 06:00 from Saturday (March 20).

    You will only be able to go outside during these curfew hours for the first eight reasons listed above.
