All workers could get a kilometrage allowance for using a bicycle to get to work under a call by MPs to the transport minister, saying it could boost health, improve productivity, cut traffic and cost little.
The plan has been tested out in 85 companies such as RTE, Décathlon and Voies Navigables de France with cyclists paid 25 centimes per kilometre cycled.
It saw cycling numbers double and, with better productivity and timekeeping, the costs to the employer were just €23.
As 70% of work journeys under five miles were done by car, it could also make a difference on the road.
