Anyone curious about how much income tax people living near them pay can access official information on average rates collected across all French communes.
The data covers information from declarations of 2023 income in 2024 and is the most up-to-date available, as 2025’s declaration only opened last week.
Figures are broken down on a commune-by-commune basis.
Although roughly half of households do not actually pay income tax in France, there are huge variations in the average amount collected from those that do across France’s 40,000+ communes.
This is due to variations in average earnings between communes in more affluent areas (arrondissements of major French cities, the Riviera, etc) and many rural areas where incomes are often lower.
Looking at average tax paid also allows for the huge variations in commune size – the largest, covering entire cities, can have hundreds of thousands of residents.
In comparison, rural communes can number just a few dozen – one of the highest-paying communes, Macogny in Ain, has just 34 households within its boundary, of whom only 17 actually paid any income tax, but those paid an average of €36,270.
Around half of France’s communes saw households have an average income of €29,000 or below, paying €2,600 or less in income tax (note, this does not include payment of other taxes such as property taxes, VAT or social charges).
Several communes in overseas departments see over 85% of households fail to reach income tax payment thresholds, and in some communes over 90% of households paid no income tax.
On the opposite end of the spectrum, billionaire playground Saint-Tropez saw an average declared income of €282,089 for 2023 year, with an average €77,075 collected from households there.
Even so, roughly half of the 2,899 households in the commune paid no income tax.

The most recent data is titled ‘Impôt sur les revenus de 2023 déclarés en 2024 par collectivité territoriale (IRCOM 2024)’.
Once downloaded, the data is hosted among several files, although the one you are looking for is ‘Ircom communes complètes revenus 2023’.
This lists the information for all communes, including the number of households, how many households paid tax, and average tax paid as well as some breakdowns relating to income declared.
Average tax bills paid by taxed households can be obtained by dividing the figure in column 4 (impôt net) - these figures given are in thousands of euros, so you need to multiply by 1000 - by the figure in column 5 for the number of taxed households.
You can search in the spreadsheet by pressing the Ctrl and F keys on your computer to find the commune you are interested in.
