The rules for entering Monaco are slightly different to France’s.
However, as there is no international airport in Monaco, people who wish to travel there from abroad will have to arrive via France.
They will therefore firstly have to adhere to the Covid-19 rules in France. A Nice airport spokesman confirmed there would be no dispensation due to travelling through to Monaco.

This means, for example, visitors from the UK would need to be vaccinated against Covid or otherwise attest to coming for one of a limited number of essential reasons.
In addition, Monaco has its own specific rules.
Everyone over the age of 11, regardless of nationality, who wishes to visit Monaco must be able to present, if asked for it, proof of a negative Covid-19 PCR test taken no more than 72 hours before entering the principality.

Everyone travelling there from South Africa, Argentina, Brazil, Chile or India must, in addition to the PCR test, either: Self-isolate for seven days on arrival and then take a second PCR test; or present the negative result of two new PCR tests, the first performed within 24 hours of their arrival and the second performed five to seven days later.
All travellers to Monaco must also fill out a certificate stating that they have not been ill within the past 10 days, during their journey or on arrival in Monaco. The certificate can be found at this link here.
There are exceptions to these rules for people living near Monaco or those working in Monaco.

- Cross-border commuters, pupils and students;
- Residents of the French departments of Alpes-Maritimes or Var coming to the Principality for less than 24 hours
- Professionals from companies established abroad coming to the national territory to carry out a service whose urgency or frequency is incompatible with the demand to take a PCR test, provided that they are not accommodated in Monaco
- Road transport professionals coming to the national territory in the exercise of their activity for a period not exceeding 24 hours
