Can I get a French driver's licence ‘from scratch’ without exchanging my US one?

Reader question: Can I get a French driver's license, let's call it from scratch. That is, without exchanging my US driver's license. I don't have a permanent address in France but my wife and I enjoy driving around the country on holiday.

It is possible to obtain a French driving licence from scratch; however, you cannot hold more than one valid driving licence for use in France at the same time.

This would mean that, if you need a French licence, it is usually best to look at exchanging your US one.

Alternatively, if you live in a US state where exchange is not possible, you would need to enrol in a driving school and obtain a new licence through the French driving test system (theory and practical included).

In any case, even if you were to pass the driving test again and obtain a French driving licence, you would generally be expected to surrender your US licence, as France only allows one valid driving entitlement to be used within its territory once you are a resident. 

In practice, once you are registered as resident in France and using a French licence, your US licence would no longer be valid for driving in France.

More importantly, in order to enrol in a driving school and obtain a new licence, proof of residence in France is required, such as a permanent address in your name or a recent utility bill (e.g. electricity, gas, or water bill). In some cases, official accommodation proof or hosting arrangements may also be accepted.

Without an address in France and established residence, obtaining a French driving licence is therefore not possible in practice.

It is possible though to drive in France with a US driving licence for short stays or holidays, and in that case no exchange is required. However, once you become resident in France, your foreign licence is only valid for a limited period (generally one year), and an exchange or French licence application becomes necessary where eligible.

An exchange is generally only possible if there is a reciprocal agreement in place between the issuing US state and France, and only if France is your country of normal residence.
