Is UK-France tax treaty changing?

I received a letter from HMRC after filing a France Individual tax form to obtain relief from UK tax on a state pension. It said: “The exemption will apply as long as you are resident in France or until the double taxation agreement between the two countries changes. I may write again if I need to review the double taxation relief.” Does this mean the UK is thinking of abandoning the double taxation agreement with France? P.C.

No, this is normal. The application of the rules can only apply as long as the rules are in force, so the HMRC are only confirming this so that the application given does not become immutable or unchangeable in the future, should there be any changes.
