It was built as part of the post-War reconstruction programme entrusted to Auguste Perret, pioneer of reinforced concrete use in architecture. 

The tower was designed to resemble a lantern and is sometimes referred to as the "lantern tower" or the "lighthouse at the heart of the city" by locals.
