Non-residents who live outside the EU still hoping for a refund of social charges levied on French property income and capital gains for 2012-2015 will not now succeed after the European Court of Justice ruled that France was entitled to limit refunds to EU residents.
One Paris lawyer Eve d’Onorio di Méo, a specialist on the issue, says she is now working on the possibilities of non-residents contesting the charges levied since 2016, when France changed the rules, and will launch a website to help with this later this year.
