Can friend return home to France from US?
Reader question: My friend is a French resident but was visiting family in America when the lockdown began. She would like to book a flight back to France after May 11. I know she will need the new attestation but I am not clear if she can come from America to France and whether she will be kept in quarantine or not. Also, if she finds an affordable flight before May 11, do your answers to the above apply?
The regulations for post May 11 have not been clarified yet. The information given on the French Embassy website in the US says that at present French residents, including those who are British, or European, and those from another country with a valid titre de séjour, can fly back to France before May 11 and should contact airlines to get a ticket.
They will have to carry the French government’s International Travel Certificate to Mainland France and tick the box: “individuals who have their primary residence in France, accompanied by their spouse and children” (Personnes ayant leur résidence principale en France, ainsi que leurs conjoints et leurs enfants).

Once in France people travelling from abroad will be able to travel home with a confinement form on which the French Embassy in the US suggests adding to by hand “Déplacement pour regagner mon domicile après un voyage à l’étranger”, and to carry with them their airline ticket and proof of residence if possible.
There is no suggestion that any form of quarantine is necessary unless the traveller has Covid-19 symptoms in which case they should get medical advice as soon as possible.
